Option one. The other options, though they have their merits, will be inconsistent depending on an individual's skill level and ability to learn. Giving them better protection is something they can all use and would keep more of them alive in the long run.

Number one. Terrans are known for their iron will and determination, often winning a battle because they refuse to give up. And protective gear will be invaluable to the new recruits.
Vote is for 2, simply because of the emphasis on hands. The hamsters are handy. Their hand anatomy and function is incredible. Much could be done in the storytelling with this form and function. The end.
My vote is for option 1. Camouflage with armor plates help deflect shrapnel and low powered bullets is better than grenade launchers and special scopes that can be found and destroyed. You can still do 1 and 2 but priority should be option 1.

Yes, indeed the armored uniforms in the Starshatter universe look like a futuristic version of our standard issue kevlar/plate reinforced uniforms, but much lighter and easy on the body. As for their Mannlicher railgun carbines, those are proper railgun weapons. Though short ranged when compared to long rifles or snipers, they do pack a hefty punch still.
I love the Hamsters names they will live on in Honer with the awesome. AWESOME. I vote for number one. Uniforms and a banner first. Then on to grenades.

Terran Morale Officers are experts when it comes to reforging the will of ex-slaves and the oppressed. You can be sure that the banner will be amazing, and the uniforms cozy, save lives, and aesthetic to boot :)
Following the stated goal of preserving civilian life, #1 seems best. Properly designed armor will protect the untrained despite their lack of experience. Grenade launchers seem like a disaster waiting to happen when in untrained hands.
